National Security Policy
David served as Director for Intelligence at the National Security Council from April 2017 until August 2018, where he specialized in intelligence and national security policy with a focus on Russian disinformation campaigns. He implemented more effective data privacy protections across the U.S. government, strengthened intelligence oversight and policy, modernized White House information technology systems, and coordinated a strong international response to Russia's use of a nerve agent in the United Kingdom.

Prior to joining the National Security Council, David served in a variety of roles with the Department of Defense as a subject matter expert on Russia.
